The defined certification scope, including things like the number of locations, number of employees, and complexity and risk of the operations, will affect the costs of the Certification process.

The scope of Certification refers to the extent and boundaries of what is covered by the Management System and/or the Certification for an organisation, and is determined by the organisation’s objectives, operations, and the ISO standard(s) chosen for Certification. For example, an organisation with offices and operations across different states or countries, may opt to certify just one or some of those locations. In another instance, organisations may choose to certify just some services and activities under its operations.

The complexity and risks inherent in an organisation’s industry and/or activities can significantly influence the costs associated with ISO certification. Industries that operate in highly regulated environments, such as healthcare, aerospace, or manufacturing, often face more stringent compliance and legal requirements, needing more extensive processes to achieve Certification. Similarly, industries with high-risk activities, such as construction or mining, may also require higher regulatory compliance, and require specialised training and additional controls to ensure conformance with ISO standards.

Your chosen approach to the Implementation of the Management System

The approach you decide to take for the development and implementation project will influence the overall costs and investment in this process.

For Certification readiness, you need to develop and implement a Management System meeting the requirements of the chosen ISO Standards. This involves, but is not limited to, developing business plans, process workflows, policies, procedures and templates and conducting risk assessments. Then you must also have an Internal Audit conducted, and ensure the leadership team reviews the results  of the Internal Audit and the effectiveness of the management system (and documents these reviews) prior to the Certification Audit.

  • Certification Audit (from the Conformity Assessment Body)
  • Internal implementation costs and resources

Let’s break that down into what is involved for each of those aspects:

Consulting Services costs

On top of the variables mentioned above, like the number of ISO Standards, size of your organisation, and complexity, the costs for consulting services will also highly depend on the level of support you need. The level of support will depend on you. Certification readiness fees start from around $3,000 (for an ISO 9001 only Gap Analysis, for a low risk business with 1 location and up to 10 employees) and from there can vary greatly, depending on all the factors mentioned in this article. For example:

  • a full system development with unlimited support, for ISO 9001 Quality only, again for a low risk business with 1 location and up to 10 employees, will be around $24,000,
  • whereas, for ISO 27001 Information Security only, it would be around $40,000, and
  • when combining these two standards in an integrated management system, the total fees would be around $45,000, due to the overlapping requirements (covering both ISO 9001 and ISO 27001)*.

Certification costs

When we talk about Certification Costs, it refers to the fees from the Conformity Assessment Body (CAB) – also known as a Certification Body or Certifier. They are the ones who will conduct the Certification audit and issue the Certification if the audit is successful.

The costs associated with ISO Certification audits in Australia can vary depending on factors mentioned above as well (ISO standards, scope, business size and industry complexity).

Auditor fees (from CABs) typically range from $1,500 to $2,500 per day. Again, the daily rates and duration of the audits depend on the variables above.

Based on quotes our clients have obtained in Australia from CABs, we can estimate that an organisation going for Certification to ISO 9001 only with less than 20 full time equivalent employees would pay approximately $4,000-$6,000 on the first Audit round (Stage 1 and 2) to achieve Certification, and then around $2,500-$5,000 yearly for the surveillance audits. That’s approximately $8,000-$16,000 for the 3 year cycle of the Certification.

Certification costs will also vary significantly depending on the CAB you go with. Some are very big names and organisations in the industry, and will have a higher price attached to that brand recognition, while others will be smaller and be more competitive. Note that the brand recognition doesn’t affect the validity of your Certification, as long as you ensure they are Accredited by JASANZ in the Asia-Pacific region, or an equivalent Accreditation Body in other regions of the world. Note that ISO 27001 for Information Security Management Systems requires a lot more time to be audited, due to the complexity of the technical controls, so has a higher price point for Certification than the Quality, Safety, and Environmental standards.

If you need certification to more than one ISO Standard, we recommend taking an integrated approach to your Management System. The Standards share overlapping requirements that can be combined into a single system, built around and supporting your business processes. This makes system development and certification audits more streamlined, saving time and money both short- and long-term. It also future-proofs your system, so it won’t need reworking when Standards are updated. In contrast, developing a system strictly by the clause structure of a Standard means it will likely need to be redone when the Standard changes. Operationally, this also doesn’t make sense as you don’t run your business by clauses, so your “instruction book” shouldn’t be either.

Other implementation costs and resources

On top of the above, you need to take into consideration other costs for a full budget estimate, such as:

  • Purchasing a licensed copy of the Standards,
  • Obtaining legal advice for meeting regulatory requirements (consultants aren’t lawyers so will not usually cover legal advice),
  • Internal resources that will need to dedicate some time to this project (even if a consultant is hired), running it from the inside, sharing information with consultants, attending the audits, etc.
  • Ongoing support and management activities once Certification is achieved, during the 3-year cycle of the Certification.
